Police traffic investigators have charged 21-year-old Joseph Edgar Jr. of Kealakekua with negligent homicide in the first degree, two counts of negligent injury, operating a vehicle under the influence of an intoxicant and reckless driving in connection with a two-vehicle crash Tuesday (February 23) on Queen Ka’ahumanu Highway at the 88-mile marker in North Kona.
