Governor Linda Lingle today announced that there was an overstatement of general fund revenues for the fiscal year that ended on June 30, 2009 (FY09).  Actual general fund revenues were found to be $44 million below the amount reported by the State’s Financial and Accounting Management Information System (FAMIS).  A similar overstatement of $800,000 also occurred in FY08.  These discrepancies change the FY09 general fund balance from a projected positive $8.0 million to an actual minus $36.8 million.

Keola Donaghy, an assistant professor of Hawaiian studies at the University of Hawai‘i-Hilo, has spent more than 100 hours translating the search terms that appear on the Google Internet page into Hawaiian. Because of his efforts, Hawaiian has become the first native American language available through the “Google in Your Language” program. Donaghy hopes the Google initiative is another step toward giving the Hawaiian language the same status as other major languages, particularly in the fast-moving information technology sector.

Governor Linda Lingle has ordered the Hawai‘i State Flag at all state and county buildings to be flown at half-staff from sunrise until sunset on Friday, September 11, 2009, in honor of those who lost their lives in the terrorist attacks on our nation on September 11, 2001.  The Governor’s proclamation also encourages Hawai‘i residents to display the state flag at half-staff at their homes and businesses in observance of this day of remembrance.

Governor Linda Lingle has appointed fourteen Big Island volunteers to serve on two Councils of Neighbor Island Advisors – one for East Hawai‘i and one for West Hawai‘i.  The two seven-member councils will help the Lingle-Aiona Administration continue to identify issues of importance to the Big Island, as well as recommend ways to improve state government, encourage public discussion and participation in key initiatives, and foster innovative ideas.  The councils will also identify potential nominees to serve on state boards and commissions.  The list of members is attached.

The Council on Revenues’ most recent projections reduced anticipated state revenues by an additional $98 million.   

We are still involved in public union collective bargaining negotiations and preparing for arbitration hearings to reduce labor costs. 

Because of these events, which impact our financial situation, the state will have to take the difficult step of identifying additional spending cuts in order to balance the budget.
