Police have located Mountain View woman reported missing

Police are asking for the public’s assistance in locating a 23 year-old Mountain View woman who was reported missing.

Rachel C.P. McGowan is described as being about 5’5”, about 195 pounds, with ehu colored straight hair, hazel eyes, and fair complexion. She was last seen wearing hospital type scrubs and may be either operating or an occupant in a white and gold 1995 Mitsubishi Montero SUV bearing license plate #HMY-694.

McGowan may be in the Kona district and also may be in the company of an Albert Manners, 27 years-old of Hilo. Manners is described as a Hawaiian male, about 5’8” tall, about 155 pounds, tan complexion, short black hair and brown eyes.

Police ask that anyone with information on the whereabouts of either McGowan, Manners, or the vehicle to call Detective Norbert Serrao Jr. at 961-2383 or email at nserrao@co.hawaii.hi.us.

Tipsters who prefer to remain anonymous may call Crime Stoppers at 961-8300 in Hilo or 329-8181 in Kona and may be eligible for a reward of up to $1,000. Big Island police have located 23-year-old Rachel C.P. McGowan of Mountain View, who was reported missing.

She was found unharmed in Kona on Friday (August 3).

Hawaiʻi Island police have located 29-year-old Albert Aukai Manners, who has been wanted for more than two years.

With the assistance of deputies from the Department of Public Safety’s Sheriff Division, police arrested Manners at 12:22 p.m. Thursday (January 8) at a home in the Ainaloa subdivision in Puna.

He was taken to the Hilo police cellblock, where was charged with first-degree bail jumping and four counts of contempt of court. He is being held without bail until his initial court appearance scheduled for Friday (January 9).

Manners was featured on “Hawaiʻi Island’s Most Wanted” in November 2012.
