Hamakua CDP update for May

We were pleased to have had approximately 30 community members attend our May Steering Committee meeting held in Honokaa.

Here are some highlights of the meeting:

Public Access Strategy Area:

Debbie Chang (Public Access consultant and Paauilo resident) discussed:

* A review of Stakeholder concerns related to legal and illegal public access.

* Real-life, local examples of harm (even death) to humans and animals when cattle have gotten loose through fences damaged by trespassers and cruel treatment of animals by pranksters.

* Steady loss of access to coastal and mountain areas as more homes are built and formerly open areas are locked up with negligible opening of new accesses to help compensate for this loss.

* Lack of government resources to open and manage
new accesses.

* Ongoing research in to how community groups might partner with government agencies and landowners to help manage new accesses. (This will require stable and accountable community groups and partnerships.)

* How GIS-based maps are being used to identify accesses with higher potential for being opened (with the appropriate level of management).

Land Use Strategy Area:

Planning Consultant Roy Takemoto discussed preliminary land use ideas and strategies being considered for the CDP. These include:

* Plans for categorizing areas within the planning area in three main Land Use Sectors and describing their characteristics:

1. Protected Areas
2. Directed Growth Areas
3. Controlled Growth Areas

* Some of the questions relating to land use in the CDP area are:

1. Where should restoration areas be?
2. Where are appropriate places for industrial areas?
3. Where should growth be directed?
4. Are Important Agricultural Lands (IAL) being protected?
5. What should be the policy on agriculture lands not designated as IAL?

Notice: There will be no HCDP Steering Committee meeting in June. Next meeting is July 5.
